OpenStreetMap (OSM) is the Wikipedia of maps, based upon users own input. Free !
Quality / completeness of the database is very different between countries,
but it improves all the time and is actually very good for many purposes.
RouteWare has developed a converter that makes the key part of this dataset
easily available to all of RouteWare's routing products.
The converter is free of charge for smaller countries / sub-regions such as Iceland, Cyprus, Luxembourg, Hamburg etc.
For larger areas (> 2 GB of OSM data) the price is €300 for 3 years.
It includes several topological checking of data, so you can make edits if there are any errors.
