Function SetLinkSpeed(link, speed: integer): integer;
Use this function for changing the speed on a specific link. This only affects the speed as it is loaded into memory. After calling AttributeLoad the speed is back to normal, i.e. as defined through the function SetSpeed.
This function is of most use for temporarily changing the speed of link in connection with roadwork's etc.
